Pick which towns you want to visit and maybe flights as distances can be great. Lots of history on the East Coast with museums, battle fields, Washington DC and the Smithsonian and so on.
And of course, New York with so much to see and do. The 21 days will soon go.
New York, Boston, Philadelphia and Washington is a just I reckon. I'll be in Boston soon. Done the other three and had an awesome time. You'll never get bored of new York. I loved it there.
If you're on a budget, you need to know that the Northeast is anything but a 'budget' area. Hotels will be a major expense and unless you want to stay in bed bug places, a problem. I used Airbnb.com to rent a very nice shared apartment in Brooklyn last year, and saved big over Manhattan prices.
