Any trips between Las Angeles and San Francisco should be driven and as close to the ocean as possible paying particular attention to the Big Sur area..
3 weeks in LA seems to be excessive,i'd try and add some time in NYC or Boston,or rent a car and drive the Blue Ridge Parkway.

We pretty much decided like you have advised to cut down LA, so its 2 weeks there are we are going to increase our time in Portland and Seattle. At the minute we are not looking to see the east coast except for the capital.
On your advice we are also going to rent a car and drive down the coast and maybe stop off along the way and take in the views.
We have also been advised by a friend of Green Tortoise tours/hostels would you recommend them?

Never heard of them but hostels would be the economical way to go and if they happen to offer an economical tour so much the better..
