Or must have been valid for at least 6 months?

It means 6 months remaining on your passport from the date you apply.
All countries have this condition and airlines won't allow passengers who have less than 6 months on their passport to board a flight.

One other thing, do you know if I stayed in Thailand for the 60 days, then travelled into Laos for while and then back in to Thailand after, would I get the 15-day visa on a arrival??

Yes, all overland border crossings into Thailand only give 15 days on entry
