They have been told by a German immigration expert that you can only spend a maximum of 90 days per year in Germany on a tourist visa,
This is not correct. It is more than 90 days. Going back and forth between the UK all the time it is a bit below 180 days in a year, but only if those days are spread out throughout the year. You cannot be inside Schengen for 180 days at a stretch.
How does the 90 days in 7 months and not 6 months affect their return to Germany?

This is impossible to tell without knowing the exact entry and exit dates. Have them take a look at the entry and exit stamps in their passport and then either post it here or send me a pm.
As a general rule you have to wait 91 days after your last entry to Germany to get the full 90 days again. If you return earlier you either break the law or you get to stay for only a few days to up a few weeks, depending how long you were inside the Schengen Area before.
