8 weeks? In Peru I might find enough there but I took the plane between BA and Rio as there was little worth bothering with, but that's me and you might find things of interest. Montevideo isn't bad if it's on your route.
I didn't find a lack of language any problem as there are so many universal concepts between people.
As to safety, I would miss out Sao Paulo. There is some anti-British feeling in BA at present so don't mention the war, or Britain.
£200 doesn't leave you a lot after you've taken your everyday expenses out of it.
I believe £200 a week would do. At least in Argentina and Uruguay, and I might say you will not need to count every penny. But that's just what I think.
There are nice places in Buenos Aires: Recoleta, Palermo, San Telmo (beware if you go there at night!!!!!), Puerto Madero, San Isidro...
If you happen to visit Santa Fe, you should check out Rosario. And in Misiones, the Iguazu falls!!!
