I'm quite sure that Portugal has both Men and Women residing within the Country, therfore the likelihood of meeting "chicks" is probably something along the lines of 50%.
However your question is most probably where, how, etc. If this is right i think you may be on he wrong website.
Go into a town centre bar in the evening. A fair number of women do have some English.
