As usual from you, that's absolute rubbish. Firstly she is going to LA, so what's the point of telling her to go to SF!? Secondly downtown LA has a reasonable transit system, you just have to know how to use it.
Manda, personally I'd stay down in Venice Beach. There are a number of decent hostels down there and the location is awesome. It's difficult with hostels to say which is good and which isn't, as they seem to go through phases of being good one month then a manager leaves and they go down the tubes for a while. I'd recommend looking at the reviews and book at least 2 nights, then when you get there go check out some of the others in the area and see if you like anything better.
As for transportation the website will help you get your bus routes figured out if you want to explore a little around town.
Hey I was in LA for about a week and i found the buses pretty good actually! we didnt plan it too well but still ended up seeing all we wanted to see using nothing but our legs and public transport!
Main thing to think about is what you want to see, map it out then try pick a hostel that is as close to the middle of everything as you can get! But definitely go on the metro website because it'll help decide where has the best transport links! It would be no good trying to relying on one bus service!
Hollywood is pretty close to most things, maybe half an hours travel between everything. but it may take longer to get to the beach!
I would probably book your first couple of days there to get your bearings and test the buses/metros from the area, then your not stuck with that hostel for 2 weeks if you dont like it! but if you do, book it up as soon as possible, just so they dont run out of space!

One thing I've heard though is if you don't book online and leave it until the last minute the cost per night becomes a lot higher- is this true? Or does it just depend on availability and specific hostels?

Downtown LA, Hollywood and Venice Beach are just great if your purpose in coming to Los Angeles is to see prostitutes, drug addicts and the low life of Southern California. However, the really nice parts of this area cannot be easily seen with public transportation. West Hollywood is the center of gay life in this area. The wealthiest part of town are the areas north of Sunset Boulevard starting in Beverly Hills and continuing through Bel Air to Brentwood. North of Santa Monica is the celebrity strip of Malibu - a good spot to see the stars relaxing on the beach. Starting in Santa Monica, it's possible to rent a bike and travel all the way south to Redondo Beach (17 miles) past Venice, Marina del Rey, LAX airport, El Segundo, Manhattan Beach and Hermosa Beach. Manhattan Beach is the home of beach volleyball in the USA, and a very popular and pricey area for young singles.
This is but one section of the vast Los Angeles Basin, and huge residential/shopping areas to the north (San Fernando Valley), east (San Gabriel Valley & Inland Empire) and south (South Bay/Long Beach & Orange County) comprise Metro LA.
I do recommend taking Amtrak down to San Diego, because SD is a much more compact area, and has excellent beaches and the best zoo in the world (Balboa Park). Rent a bike in Mission Bay or Pacific Beach, and you can have a great time seeing Sea World and even up to La Jolla Beach. San Diego is more relaxed than LA, has a great deal less crime than LA and also has less smog. There is a San Diego Trolley to the Mexican Border, but I suggest body armor if you go to Mexico (don't forget your passport!)
