You can get a Laos visa on arrival at most of the main land borders - have a look at .
If you do need to apply for one in advance, the nearest Laos embassy is in Paris; if you are going to Thailand or Vietnam beforehand you can get one at the embassies in Bangkok or Hanoi.

Assuming you are going to be flying into Bangkok you can do it on pick up next day basis at the Laos embassy.
There are many options.
There is no need to get a Laos Visa prior to arrival. Either flying in, or crossing via any of thre land boarders, you get a 30 day visa. If you do a land crossing though, it will cost you 1,000 Thai Baht, about $30, and a passport photo is required. If flying in, the Visa fee is waivered, and Immigration takes a snap shot picture of you at Passport Control. Flying in is definitely less paonful way of doing it too
