Having read your message, I think I understand it as "How do I (Norwegian) get a Visa for Laos?". The easiest answer, and cheapest is; You can get a visa on arrival at the airport if you fly in to, or at any of the border crossing you use if you travel by bus, train, car, or foot.
If you go to the following link I have attached, it explains which countries CANNOT get a Visa on arrival, and like my country, the USA, Norway is not on the list, so we can simply fly in, and get a 30 day Visa to travel around Laos.

So, you do not need to get a Visa before you leave Norway to go to Laos. You will get a Visa for 30 days at the Airport, or Border.

Laos has to be one of the easiest places on earth to get a visa - all you need is cash + 1 photo, and you're out the door! Just show up and walk.

Just want to clear something up for you. Daawgon says all you need is "money + 1 photo" which is only true if you come across the border. If you fly into Laos, there is NO FEE, and you do NOT NEED a photo as your picture is taken by Immigration at Passport control.
