Here is my suggestion:
Taipei to Taichung by THSR, NT$700; Nantou bus from THSR Taichung station exit 5 to sun moon lake, NT$ 200 (not sure, but something like that).
Sun-moon lake to THSR Taichung station (NT$200), THSR Taichung to Tainan, NT$630; shuttle bus to Tainan City, free.

Tainan to Kaohsiung by Train, NT$107. In kaohsiung city: Metro system: http://www.krtco.com.tw/en/e-index.aspx
Kaohsiung to Kenting: by bus, get on at THSR Zouying station (one the left side of exit) or Kaohsiung train station (bus stop on the left outside the station), NT$330-384 (depends on routes)

But keep it in mind that Taiwan is very humid even in the winter time, which means if the temperature drops below 20 celsius you might need a light jacket especially at night.
