I suggest you look at Philippines. I was over there years ago and meet a German couple that wanted to become dive shop owners. Their research lead them to Moalboal. They told me it was the cheapest place to become an instructor. Add in cheap accommodation, warm, clear water and it was the best place to dive. Worth looking into.
