China has been diverting much of the Mekong's water recently, and in the dry season, it could mean that the boats using the Mekong for transport in N. Laos simply can't operate. I noticed this low Mekong when I was in Luang Prabang in late November, and Nov is at the end of the wet season. I'm sure an alternate minibus transport would be available, but who wants to be in a bus!
You will notice that Laos is much poorer than Thailand, but the people are really friendlier. When you get to Vietnam, you will notice how much more aggressive the Vietnamese are. That trip from Laos to Vietnam is pretty rugged by land. Since I hate those buses, I flew into Hanoi. (yes, it is expensive!) At any rate, do not miss Luang Prabang - the diamond in the rough!
Buses are the way to get around Cambodia. Do's and don'ts depends on you. What do you want to do here?
