It would help to know where you enter VN. Are you flying into HAN? What is your departure city? That will help plan a route w/o backtracking too much.
If I had 3 weeks, I would spend 2 of them in VN and 1 in Cam. 3 days Angkor, a few in PP, a few on the beach in Sihanoukville, the rest in VN.

South of Vietnam
