You could try hostelbookers, hostelworld, and such but the words "cheap" and "accommodation" do not go together well in Hong Kong.
The New Chung King Mansions are relatively cheap, and well positioned being at the harbour end of Nathan Road with the Tsim Sha Tsui subway station across the road:

The subway is easy to use and the best way of getting around. Do try the trams, Star Ferry, etc.

Travellerspoint has more budget accommodation in Hong Kong than Hostelbookers does (because we show all their listings, and also the listings of another bigger site, so more than both ). There's a link right on the right side of the page here
