Portugal has good public transport at reasonable prices. Buses and in some parts trains. Or you can hire a car.
Decide where and when you want to go and you can book accommodation: lowcostholidays, hostelbookers and the like.
The only way you will get everything planned for you is on a tour (available from local travel agents, at a price).
