I took a one day HaLong Bay tour back in '06. It was in Feb. over Tet and it was cool/raining in HaNoi. One day was enough in the rain. It is a rugby scrum when dozens of buses arrive at the boats at the same time. The VN know what they are doing, but you get herded like cattle with all the other 1 day people. The 2-3 day people follow another guide. It works out, but it is hectic. The cruise is worth the effort IMO. Even in the rain. Not sure you need more than a day if you cannot swim or kayak. Go for sure, just let the weather decide if you want to spend more than 1 day there.

One day for Halong trip, it is ok, you will have a chance to visit 2 caves and around the bay. It is not enough time for swim and kayak. And, as you know, the time on bus/car is much more than the time you visit Halong bay. Howevwe, if you have know much time, you can visit Halong 1 day.
If you have much more time, and u would like to have a boat trip, overnight on boat, you can book open tour, departure daily, but the time will be fixed as you know. Or u can book private tour, it is expensive because, you will use private car, private boat. Except u go with one group of 16 people. You will arrange all thing for your tour with your time.
