In response to Sam Salmon's message I do hope they weren't trying to put you off your travels. Drought is part of life in Africa, and although the last drought (which has now ended) was particularly bad, that is no reason not to travel to a country.
If anything it should provoke more desire to travel there, since the country needs as much support as possible.
