In fact - no need, I've just found all the info I was looking for - and it's $10, not $20.

If the article is correct and it applies to visa waiver program users, I'd say no, since (afaik) Canadians don't fall under the visa waiver program.

I could suggest a much easier way to boost tourism to the USA than a marketing campaign, though: get rid off the TSA and the silly border security theatre measures. Wouldn't be at all surprised if this scheme ends up backfiring, too - people who suddenly have to pay to visit will become even more negative about the USA than they already are, and if that spreads by word of mouth, it could be much stronger than any "$220 million global "Come to America" campaign."

Just read on a Dutch news site that the costs would be $10 rather than $11, but that there's a $4 "administration fee" added to that, for a total of $14. I wonder what the actual figure will end up being, and where authoritative information can be found...
