I've been to Goa, but not during new year. I know people that were there for NY and had a great time. My thoughts would be, you'd have a great time in either, Goa might be cheaper, and a bit quieter. Goa's beaches are ok, but nothing like the beaches of Thailand. Food in Goa is great and cheap, but Thai food is even better. You have no chance of getting off with an Indian girl, but there are some amazing Russian girls in Goa. In Thailand you have your choice! If you can afford it, Id go to Thailand.
I have been to Goa and it is truly amazing destination. Goa is very small state in India with breathtaking natural beauty. It is great destination for travelers within budget.
I have been to both the places.. Thailand has much better night life and cleaner beaches than goa... but there are just too much prostitution there... goa is cleaner in this regard...
I would prefer thailand...
