Now why would someone do that when they are both listed here, with the same ratings/reviews (and actually a few Travellerspoint ones thrown in for good measure) and prices

Harrison, as you probably noticed on the listing here on TP, the review that mentions the manager is actually what we call an 'untrusted' review. Now, I looked in the back end, and it doesn't look like it's someone who posted a review just to make the property look worse (competitors do that sometimes...). All the other reviews seem pretty decent, and a 78% rating based on 112 guests is certainly not bad.

Then again, a 77% rating based on 72 guests for the is pretty much identical, so I don't think you'd find much difference in the quality here.

If you aren't set on Venice Beach, I'd probably go with the myself. 83% based on 242 reviews is very good!

These ratings are all based on real guests by the way (people that we can verify have booked through us or one of our partners like Hostelworld/Hostelbookers)!

I've stayed at the Cotel, twice in 2009 and it was awesome, and once in 2010, when it was a bit quieter. Good place, nothing fancy, good location and good atmosphere.

Several one star ratings, but I think I will go with Cotel! Maybe I'll spend a couple of nights at HI santa monica just to check it out.

If I'm not mistaken, that site has no way of verifying if those reviewing properties there have actually really stayed there or not (or just one person/a competitor for example). I'm not saying all those reviews are false, but there's no way of knowing which are accurate either, which makes it really hard to say anything one way or another. The one you know for sure is accurate is the long one at the top "The Hostelz.com Review".
