Depends what you want and what you mean by relaxing. For snorkeling I would suggest you go to Hing Wong Bay, for partying and restaurants go to Sairee Beach. Basically all beaches in Ko Tao are good places to relax, but Sairee is the party central so if you look for peace and nature, that's not your spot.

I liked Tanote Bay and Hing Wong Bay the most, especially Hing Wong Bay. The lady there makes excellent food (try cashew chicken and coconut soup w/ chicken!) and the views are amazing. Mango Bay and the view point up on the hill is also worth checking out.

Nice resort depends on your price point. OK View has great atmosphere, is cheap and you'll meet great people there. It's not an all-inclusive resort, but it's up on the hill so the noise from Sairee doesn't bother at night. Most of the resorts are located near Sairee and the noise from pubs and bars can be annoying at times. Peace and quiet can be found from the other side of the island. Tanote Bay has some kind of resort, but I haven't been there so I can't tell you if it's good or not. I suggest you take one or two nights in some hotel at Sairee or near "town", rent a motorbike and look around the island. When you find a place you like, book a room and stay the rest of the trip there. Many of the resorts, bungalows and hotels aren't at hotels.com or booking.com.
