it depends on what passport you hold.
Recently there was a change in policy where for some countries there are also options for Visa on Arrival...
Therefore, pls. check with local indian embassy and consulates for more details...

Azzie is from the UK, therefore Visa On Arrival is not available to him.

As mentioned above by Terry, all the information is given on that website.
Generally it takes between 10-12 working days after you submit the required papers. I don't know why you are reluctant to check from the website yourself.
