Package tour for Germany would be a sheer waste of money, it is easy to travel around the country independently. The infrastructure is so well developed that u would love to travel around on ur own.
If u intend to travel a lot it would be cheaper to buy a Eurail pass only for Germany. The best thing about German Eurail pass is that no supplement or reservation is required even for the high speed ICE trains. U can practically hop on to any train and travel to any city in Germany. Also as an additional benefit, u can have a free ride on the boats operated by the KD Rhine company between Cologne and Mainz. The Rhine cruise along the Rudeisheim area is really romantic and picturesque.
From Munich a lot of excursions can be done to the Southern Bavarian region and on the Alps. Moving on u can explore the cities of Dresden, Heidelberg, Cologne, Hamburg and Berlin.
