In my opinion Koh Samui would be best choice. Actually i didin't stay in koh samui, but i took a ferry to koh phangan, which is few hours from samui.

So what is good in Koh Phangan?

There are beautiful beaches if don't mind to stay little bit away from noise and row.
There are nice nightlife at some beaches. And ofc well know Full moon party.

I took motoroller and went everywhere in island to see some cool places etc.

Don't know what to say about phangan anymore right now.

Phuket tho have to very beautiful beaches.

But for snorkeling are Krabi the bets i think.

You might investigate Koh Chang.

I would much recommend Koh Pha Ngan over Koh Samui. I found Koh Samui more expensive and more tailored towards posh hotels and stuff, whereas Koh Pha Ngan is more down to Earth, although admittedly it's heading in the direction of Koh Samui nowadays.

The busiest part of Koh Pha Ngan is Haad Rin but if you want somewhere more quiet then there's loads of really beaches all around the island.

Koh Phi Phi is also really nice. It might be a bit wet, but even in the wet season you usually get dry spells. Last time I was in Koh Phi Phi during the wet season the mornings were still sunny, and then you'd get a total downpur in the late afternoon/evening.

If you've got two weeks you could maybe spend a week in koh Pha Ngan, then head acroos to Koh Phi Phi for a few days.

As for snorkelling, you can do island tours in Koh Pha Ngan which include snorkelling. The snorkelling was okay but unrmarkable. Koh Phi Phi is meant to be much better for snorkelling. I've met people who really rave about snorkelling at the islands off the East Coast.

Koh Tao is also an option for snorkelling, and it's only a couple of hours on the ferry from Koh Pha Ngan, so you could maybe consider Koh Tao as well. I've never been myself, but most backpackers seem to speak highly of it, although it apparently doesn't rate quite as highly as Koh Phi Phi for snorkelling. ANd also I've heard of people getting ripped off by the travel agents in Koh Tao, whereas I've never had any problems with the travel agents in Koh Phi Phi and Koh Pha Ngan.
