I haven't been to San Sebastian yet, hope to next summer. I looked in my Rough Guide for Spain and they suggest a place called Camping Igueldo, 5 km from city center. 15 euro to pitch a tent in the summer. Good luck!
What I liked about san Sebastian (Donostia - to many of the locals), was the totally different language. I stayed in hotels up there, so sorry - no camping advice or recommendations.
Try learning a bit of the lingo. It's very strange and the origins are pretty unknown.
