Even if anyone can share what the average cost is in any other city/town in the UK for the above items are would be helpful.

I'm currently living in London. My accommodation with all bills (TV, water, gas, elec, phone, internet, council etc) is about £800 but I am on the expensive side.

Mobile - I'm on pre-paid and depends on how much I use - about £10 per month
groceries - I normally eat a lot of rice with a little bit of meat and lots of veg so less than £3 per meal because I cook. If eating out then it will possibly be more expensive.
Transport - my transport is paid for by my company but a weekly zone 1-2 is £25.30
Eating out - a reasonable meal could cost around £8 then you need to include your drink about £2 (on the cheap side) so about £10.

If you like to eat out, there's this card called taste which gives you half price from Sunday - Thursday for 2 or more people. There's also discounts vouchers available.

Check out the moneysavingexpert website if you want some money saving tips on living in the UK. I normally read it every week for some good deals. Sometimes they have travel deals as well. Also if you are over 25 years old and like to travel by train a lot, get the network rail card (only for the southeast england and costs about £25) because that gives you a third off off-peak travel even on london zones if you buy it from a mainline station.
