I think it can,you can go to the Embassy of VietNam and u can request anything.But I think if you go any where in SouthEast Asia,you can buy ticket travel and can use your visa for every country in SoutEast Asia.

The VN Consulate is on the left side of Ekareach Street as you leave downtown and head up the hill towards Victory Hill. Look for the VN flag. The guy will usually sell you a VN visa while you are standing there chatting with him. Looking at your picture, I am sure he will be happy to chat you up and sell you a visa!
I paid $35 years ago, real price is $25. Figure $30-40. Good luck with your planning Kat.
