On a budget sounds like "rock bottom" to me. Here's the ticket info site. Most Americans would prefer to fly on longer distances - here's the site.
I would avoid New York if you're on a strict budget - hotels there are not exactly cheap. (I can't afford them, and I live in the US)

If you are serious about New York and are on a budget look at hostels in NY.
Miami is fun especially the night life. I live near orlando so miami is a nice four hours away.
