There is a street, Calle Florida, that is completely pedestrian--so no cars. It's the most popular place to shop, people watch, see street performers, etc. I would stay away from "centros de commerciales" because they're pretty much the same you would find anywhere. Finally, there's this littlle italian bario near the Boca Juniors stadium. It's very colorful and has little shops, pubs, and street performers as well--La Boca. One more, Recoleta is a paris-like neighborhood that I would visit again.
Ok ok, those three places should fill up all your additional time outside of your conference.
