I do not think it is. You need a residence, not a PO box. Here in Nevada, DMV will not send a vehicle title to a PO box. Same with a US passport. A residence, not a PO box.
If you get a mailbox at a place like the UPS store here in California--it doesn't count as a mailbox--since it is a private residence and you just are renting a portion of it.
The thinking here is that there are homeless people--and even they need to qualify for a way to get a drivers license (presuming they still have a car)--and so they do allow it from what I understand (besides who would know if you don't put the name "PO Box" on your address)
Just put the address of the UPS store--then use the PO Box by putting #XXX where XXX is the box number.
So for example, you'd put:
John Doe
123 Main Street, #456
Anywhere, CA
USA
