I recommend that during 13-16 Apirl you must be in Ching Mai city because it Songkran day or our New years's day.^^ You would fun with slashing water tradition.
Travelling from BKK to Chiang Mai or Chiang Rai and Bkk to Phuket or the South , they will take around 12 hours by bus and around 1-2 Hours by domestic plane . Thus , you can travel all within 2 weeks absolutely.
In fact,hill tribe is not really in Chiang Mai.If you want to visit hill tribe village, you can go to Chiang Rai which it's not far from Ching Mai. Thus , you can stay Chiang Mai and take one day trip to Ching Rai. In this day , you can visit Hotspring , Gloden Triangle , Mea sai (where you can shopping cheap and prirated things) and Then Long neck and Big ear Hilltribevillage.
Visit Mae Sa elephant camp or Doi tung in Chiang Rai.
