I have been to VN 5 times and one thing is for sure. If there is an opportunity to make some money, a VN person will be there. They will know when your ship is due to arrive and plenty of taxis will be available for the passengers.
There are 2 companies I would recommend. Vinasun and Mai Linh Taxi. Vinasun would be my first choice. Both have been in business for many years, have new vehicles and want repeat business. I would chat with the drivers until I found one with decent English skills and you feel comfortable with. Agree on a price for this one day tour before setting off. Vinasun is quoting $30 for an 8 hour tour of SaiGon. Compare this with the ship's tour price and decide. Good luck with your planning.

This is quite complicated if you want car and driver to pick up you inside Phu My port ( from cruise), because car and driver must to have the paper permission to go inside the port ( that costs about $25/ person, prepared at least 7 days in advance by local travel agent) . But it is more easy if you can walk from your cruise to the entry gate of the port. There are many taxis there. If you want to arrange the car and tour guide for your visits, you can contact local travel agent to organize them. Cheers,
