Expect the mods to move this from the Asia forum to the Middle East forum.
My idea would be to contact as many people as possible over the internet. Starting with expats living in Dubai. Look for German companies with offices in Dubai and German people working in Dubai. Write emails and messages until you find somebody who knows somebody etc.
Another idea I have would be to get in touch with the Saudi embassy in Berlin. Get an appointment with the ambassador and explain your travel plans. A lot of things suddenly start happening in the Arab world when instead of just writing you show up in person.
