Hello fellow travellers!
Well Tanger is in Morocco, but although Ceuta is on the African mainland, it is in fact still in Spain and not Morocco atall, They use the Euro, they speak Spanish, the culture is Spanish and the the whole region is very little like Morocco. Once you arrive in Ceuta, it is a bit of a ride to the Spain/Morocco frontier. I would suggest go straight to Tanger. Incredible city and you're straight into Africa on arrival.
i'm totaly agree with flyingbob; make it to Tanger and if it's possible try it to Chefchauoan as it's amazing town really.

You can get a bus from most places in Andalucia direct to Tarifa and then get the ferry over.
No contest - go to Tanger-- not much difference with the slow or fast boat, just the price. Have fun, its a great city--
