The problem we have is that one of my friends turns 30 on april 28th and altough he knows he can get a 1 year WHV he was hoping to be able to get a second year one too by doing some fruit picking or something for a few months?

You can apply for a WHV (including the 2nd one) until the day before you turn 31, and you may apply while still on your first WHV. (). So as long as your friend has done his three months of specified work in the roughly nine months he'll be in Australia before April the 27th 2012 (I'd recommend well before then, since he'll need to sort out his proof thereof as well), he could apply for that second visa, and should be fine.

The reason this second year is quite important to him is he thinks he will be able to secure a good job in construction (like back home) and earn a good tax free wage over the 2 years.

He won't have to pay taxes in the UK, but obviously working in Australia, you do have to pay , so I wouldn't call it a tax free wage. (Note that it's relatively easy to be considered an Australian resident for tax purposes (so this has nothing to do with what visa you're on), which means that you'd pay a much lower rate over the first $37,000 earned than you would as a non-resident. Basically all you have to do is to stay in a single location for six months, living in an apartment rather than a hostel, or regularly going to a sports club, theatre, or doing something else which shows that you're engaging in "activities usually associated with a person’s ordinary course of life".)
