I'm living in Lisbon and I spend quite some time riding my bike.
January is quite extreme eheheheh I can called insane eheheh
Now seriously coming from Edinburg you will have to come via the Spanish and Portuguese northern roads or trails, depending of the kind of biking you are wanting to do and, during January you will have the worst weather you can have on those places.
It rains a lot and you will have snow and ice on the roads.
Well, it depends a lot of your personality and preparation

Anything is possible, but I would say you are mad at any time of the year but heh I only walk dogs for exercise. January could be a testing time, short day light hours in Scotland and as previous post mentioned roads could be icy. If you decide to go ahead best of luck, at least it is all downhill!!! Make sure you have plenty of lights on your bike!!
I have rarely been as cold and wet as Edinburgh in winter. Snow, rain and slush.
