I don't have my notes in front of me as I am on the road. But, I do remember where I stayed in HCMC & Nha Trang. Read my blog and I memtioned 'Nice Hotel' in NT, 'Xinh Hotel' in HCM. This was in mini hotel alley off Pham Ngu Lao St. If you find 'Cafe on Thu Wheels' in Hue, across the alley is Bien Thien, I think. I had a great room for $7/nite. There are several options in this alley, all under $12/nite. Good luck with your planning.
Sapa - The Cat Cat Hotel, about $20.
Hoi An - The Dai Long or Nhi Trung Hotel, about $15.
Saigon - The Bich Duyen Hotel, about $25. (cheaper rooms available)
(I would skip Danang if I were you - not much there, and Hoi An is just down the road)
be sure to inspect all rooms in Vietnam B4 you agree to stay there - many cheaper rooms have no window

We're just on our way into Lao but I can recommend a few hotels in some of these places:
Hue - DMZ hotel (as recommended by Lonely Planet etc. I went round about 6 hotels before this as found this to be the cleanest and cheapest. We paid $12)
Nha Trang - Kim Hgan (2 min walk from the beach, shops and food. They serve you breakfast in your room as well. approx $10 - can't recommend this place enough, it was brilliant!)
Saigon - Saigon Confort Hotel (just off Pham Ngu Lao. Rooms range from $12-$25 but the service is excellent and rooms are clean and quite. On a fairly quiet road too)

I've been researching for some time for my VN trip next year (and Laos 2011). I will PM you direct as there is not enough space here for everything.
I agree with Daawgon - skip Da Nang. For most tourists it is a transfer point to Hoi An. Also the recomm. for Bich Duyen Hotel in Saigon. It will be my first port of call for a room.
