What time of year are you planning to go traveling?
I would definitely recommend visiting Sarajevo, the capital of Bosnia and Herzegovina and Dubrovnik in deep south of Croatia (the two are also well connected by coach and/or train down to Ploce and further to dobrovnik on coach bus).
Basically, they are best visited in summer but winter ins't too bad either. However, in Sarajevo, prepare for some real winter if you decide to visit. Spring is probably the best time to visit since summer in both cities can be really hot.

Cheapest for everything?.... Bulgaria, by a mile. Superb beaches and skiing (miles of River Danube shoreline too), depending on your tastes and there are several budget airlines flying internally within Europe that do direct flights. A challenging (Cyrillic) language, but you'll receive a warm welcome and getting by is easy throughout the whole country.
A lovely couple of days out is the train from Bulgaria into Greece, past Mount Olympus.... Awesome.
I would recommend mine Macedonia, it has really some nice places to go.
For Buglaria I would say, it is not cheap as it used to be, before entering the EU. It;s a nice country however.
