The main tourist destination in Mumbai is Colaba and thats where the majority of tourists end up. I have been to Mumbai many times and found this area to generally be the place to go for cheap backpacker style rooms. Colaba is also really nice as its a good place to meet other tourists and has lots of restaurants and stuff aimed at tourists.

I usually stay at:
The Sea Shore Hotel, Arthur Bunder Road, Colaba. And I think rooms were costing me about £6 last time although they will try and ask for more haggle them down.
They are sometimes full but they also have another few guesthouses on the same street owned by the same company.

I would definately not book before you go as the prices you get charged online are so much more than what it would actually cost you to just check in when your there as a lot of the cheaper accomodation cant afford to be paying the middle man to be advertising and taking bookings for them. Plus if you just turn up you get to see the rooms available and haggle first.

I'd go for Hotel Volga 2 - it's virtually above Leopolds Cafe in Colaba, cheap, clean and secure. Rooms with shared bathroom or with private bathroom - shared bathroom actually very clean. Rooms are £3-6 a night give or take and you are in an awesome location just 2 mins stroll to Gateway of India monument. There's an internet cafe opposite the guesthouse and leopolds is hands down the most obvious and popular backpackers hang out in the city and somewhere you can get a cold beer and reasonable plate of food.

It's been in Lonely Planet in the past and I'd stay there again if in Mumbai. You can't easily book in advance but there are prob 10 rooms and I doubt it'll be full.

If you want something a tad more upmarket google Bentley's Hotel. a small room there will work out about £10 each a night and they'll prob pick you up from the airport if you email them.

Mumbai is my favourite city in India and one of the coolest cities anywhere I've been - have fun!

p.s. I agree wth Sophia about not booking in advance. It might sound daunting but seriously, if you get a taxi from the airport ask to be dropped at Leopolds or Gateway of India monument and try Volga 2 first. If you don't like it or can't get a room there are plenty of places in that area. and thats 3-6 quid for the room so could be as cheap as £1.50 each for a decent place!
