FYI, situations like yours simply weren't considered when the Schengen Agreement was signed. It was difficult enough for the lawmakers to reach some sort of agreement, as a consequence the wording of the law is ambigious and complicated.

There are two opinions on the subject:

First and this is the majority opinion: In your situation you are not allowed to re-enter the Schengen area after June 30th. You will have to wait for 90 days until you are allowed back.

The second opinion is what the Swiss gave you:

I have also gotten information that the Suisse residence permit is for the country that you're residing in for longer than 3 months i.e. Switzerland so when I leave the country definitively and travel within Europe, it's okay, as long as I don't return to Switzerland. BIG CONTRADICTION!

If I was you I would play it safe and do the following:

1. Try to get an extension of the Swiss residency permit until July 12th. If this does not work do all your travel inside the Schengen area before June 30th.

2. It is a criminal act to enter Italy without a valid visa. This is a problem since you want to fly out of Italy on July 12th. Contact the Italian embassy and get it confirmed from them in writing that you can fly out of Italy even if your residency permit for Switzerland has expired.

3. Make plans to fly out of London and not Italy on July 12th.

The reason I give you this advice is because the majority of Schengen visa experts follow the first opinion. You could get into serious trouble if you followed the advise the Swiss authorities gave you.

Safe solution is that before expiry of resident permit, visit schegen countries and then visit other non schengen countries.

Try to ask for extension of your resident permit which might be difficult to get as it first depends on your university.

Though singapore citizens can stay 90days as a tourist, they MAY ask you to apply from your native country(singapore).
So best safe way is as above.
