Need advice about carry on luggage

I've only been on a plane once about 6 months ago and all I had was a carry on. They said it met the requirements but I could check it for free. I'm going on another trip to California on June 15th and I know airlines have been really strict about the size of carry ons. Mine has 2 wheels and a adjustable handle with a thick handle to carry it ontop and on the side. These thick handles are about an inch and make my carry on longer in height and depth. It's 47 inches all together when you're only allowed 45. I was wondering if I should just cut off the handles you can pick it up with? It would look stupid but I dont want to have to pay when I'm already going to check another bag. I'm flying a different airline this time so I dont know if theyll check it for free so people have more room in the bins like they did last time. I know it's stupid to ask but will they make me pay to check it if its only an inch or two bigger than the limit?

Dont worry too much. Check-in online and nobody will even see your bag until you go through security - and they wont check the size. As long as you're confident it'll fit in the overhead - and it's not stupidly enormous, you'll be just fine. If you're overly worried, then pay the extra little bit and check in 1 hold bag.

If you’re considering delaying an adventure travel trip that you’ve planned independently, contact the airline to learn their policy about canceling or changing flights during the current elevated terrorist alert. It varies from airline to airline. Time needed to work through airport security may also be expanded dramatically, at least for the next few weeks. If you’re working with a travel agent in a foreign country, email or call to see how much it would cost you to put the trip off for a few months.

If you're flying within the U.S. you'll probably be O.K. but in Europe you probably wouldn't be. Some of the European Airlines have ridiculous carry-on rules, especially about weight.

Not so. I travel regularly on European airlines with hand baggage only. By regularly, I mean 2 or 3 times a month, occasionally several times a week. I have never been questioned by any European airline, I've used many of them - national carrier, charter and budget - and not once has my hand baggage been checked. It's oversize too.
However - Air Canada, Delta, AA and Westjet have all given me jipp about trivial weights when I havent checked in on-line. Very unfriendly often.
Check in on-line and avoid being questioned.
