According to the website you gave, you have three options for submitting visa application.

We have just done this.
We went to the site you have and went to online application, filled out, (you get option to pay online or send in post)printed, and sent to India Visa Application centre in Hayes, Middlesex with 2 passport photos and passports.
You will need to send Special Delivery and include a Special Delivery envelope so they can send back passport etc. We paid about £10 for this. Done this just before xmas so still waiting for Visa to come back.
