I went to carnival in salvador this year, it was fantastic. Next year it is March 3-9th and it is well worth staying for the whole duration (I will be). There is no need to buy tickets, but when there you can buy tickets for a bloco (following one of the music trucks) or for a camorote (inside on the stands so you are off the street). I spent the whole time last year on the street and felt perfectly safe, although my brazilian friends think I am crazy!
There are also 2 locations for the carnival - ondina and campo grande. I think they are both quite similar, I went to ondina which follows the beach, needless to say the beach around ondina is polluted and you wouldn't want to stay there. There are better beaches further around the coast.
