Cheapest place I know of is Alba di Oro Camping and Hostel. 16,50 EUR per night in a shared dorm.

Be warned that it is quite far out in Mestre near the airport. But it is clean and there is a shuttle bus to Venice that takes approx. 20 min, so not a bad deal if you are short on cash. The shuttle bus is 4 EUR return.
Plus Camping Jolly is even cheaper with 12,50 EUR per night, but I haven't been there and cannot comment on it. Again there is a shuttle for 4 EUR return.
I highly recommend Locanda Conterie on Murano. You'll need to buy a vaparetto pass to get from Murano to Venice, but that's part of the fun! Two years ago, a double room (private, ensuite) was about $70 USD. For the Venice area, that is dirt cheap. Beautiful hotel! www.locandaconterie.com
Two years ago, I stayed at HOTEL AI DO MORI, which is just a few feet from San Marco Square. My small room with bathroom cost 110 euros. Not exactly cheap but it's right where the main action is.
I have stayed at Alloggi Agli Artisti.
Very good and cheap too.
