Rail travel is expensive, the young person's rail card is the best choice, but be careful with your times, the rail companies are strict about people being on the correct train, they will charge you extra if you get and earlier or later train.
Think about buses, some routes have very very cheap fares. It does take longer though.
You will have a fabulous time in North Wales and Scotland!
Go to the west coast of Scotland, the beaches are like the Carribean, but a little colder! And so they are empty. Go to Glen Coe, The Isle of Skye, and Edinburgh and Glasgow too.
I only know South Wales, if you like beaches, the Gower Coast and Pembrokeshire are wonderful, unspoilt and as beautiful as I have seen anywhere. Though my daughter is in Snowdonia now on a Geography school trip.
In England there are so many places to choose, Canterbury, Brighton, little villages in Dorest, StoneHenge. The Peak District and the Yorkshire Moors, Exmoor, I could go on.
I think that some of the best finds in the UK is when you come across tiny villages, ancient and little changed from the Middle Ages. The chuch and the pub, a manor house, a few farms, and cottages.

Cheapest way to do it is probably by National Express via Liverpool, about £45 return if there are no special offers. You can get a discount coachcard as well if you're under 26 which would give you a third off that.
The very cheapest possible fares are usually with Megabus but this route isn't possible.
Check out thetrainline.com as you should be able to get discounted tickets if you travel off-peak and buy in advance. There's not many / if any deals to to be had if you book in the 7 days just prior to travel. If you want a return ticket then check out how much 2 singles would cost you as 2 single fares can often be cheaper than a return.

There is also the BritRail pass available to you. I do not know which route would work out cheaper or how long you are planning on staying, but it may be worth considering.
