First step, check 'accommodation' top of this page. It rates places to stay by reviews from previous guests. See if anything is in your budget range. Then I would go over to tripadvisor and see what other guest think of that choice.
covers my trip into HCMC from the airport, using the visa on arrival system and finding a room in mini-hotel alley. You will be able find something under $20 in the area of HCM. There are dozens of places in a 2 block area, most in the lower price range.
You do not need a free cab ride into the city. It is only about $6 for both of you. Any hotel that is offering free transport just adds it to your room rate. Good luck with your planning.
I always stay at the Bich Duyen Hotel in the PNL - clean enough to eat off the floor and basic with private bathrooms and good breakfast, good location. I doubt if they give free airport transfers, but they will meet your flight. Read the reviews at tripadvisor. I paid $26. in 2010.
