You can take a taxi to get to Cu Chi (or a bus). But Cao Dai temple is located in Tay Ninh so you need to spend, at least, 60km to get there. I think you should take Mai Linh bus.

I have been to both on a half day tour. Once on De Tham St. (the KSR area of HCM), go into several travel shops. All of them will offer a Cu Chi & Cao Dai Temple tour for small money. I think Sinh Cafe has the best buses and tours. I have been on Hanh Cafe & T-M Bros. tours over the years and Sinh Cafe are the best IMO. I have photos of this day in my photo gallery. Good luck with your planning.
It's really easy to arrange a tour to the tunnels - as Mike says, there are numerous travel shops in HCMC which offer them.
