This may be of some interest to travellers ...
I just googled a bit, and found articles dating back from 2005 to 2009, all with plans to give 16-18 countries a visa upon arrival. At least this is finally a start as something really happens.
Hopefully the other countries, among which the Netherlands, will follow soon.
